1. Goals:

Increase the presence of police in communities; break down the barriers between the police and citizens; improve community relations; increase interaction with juveniles. These combined goals will heighten community participation in crime prevention measures such as Block Watch and Community Watch.

2. Statement of Problems:

Community relations between the police and citizens need to be improved on a continual basis. Officers need to interact in the communities in a proactive method, not relegated to 911 calls. Programs which work with juveniles offer an alternative to illegal activities.

3. Objectives:

Increase the exposure of the Police Department through several venues. These include developing a quality calendar with safety and crime prevention tips; increase identakid programs; develop a safety program for pool safety; provide patrol officers with tools to interact with civic members.

4. Activities:

Provided education and information to the citizens with various tools and handouts. This occurred at numerous civic meetings and community events. A new program launched to address a disproportional ratio of juvenile incidents at pools. The "Sammy the Seal" program was offered at New Castle County maintained swim sites. The Explorer Program was expanded and improved with the acquisition of an Indy racer to enter into nonprofit fund raiser events.

5. Performance Measures:

The greatest ruler we have to measure our success is the number of citizens we have contacted through our programs. We have a marked increase in our 1998 exposure--49% over 1997. This increase serves to heighten the citizens' awareness of events occurring in their respective communities.

6. Problems/Obstacles:

The largest problem encountered involved making the public aware of the programs which were being offered to them. This was resolved by developing better interaction with the departmental Public Information Office. The 49% increase in public response indicates a positive trend in overcoming this obstacle.

7. Successes:

We point to the 49% increase in public interaction as a success. Total program presentations increased in 1998 by 33% over 1997. This is directly attributed to the new programs we are now able to offer.
